Abstract

Natural resources are held for the whole nation across time. The article links licensing, revenue disclosure, a future-generations fund, environmental duties and an independent central bank into a constitutional system for converting finite wealth into durable public capacity.

Ownership and fiduciary mandate

Government administers resources on behalf of the Kurdish nation; it does not own them for its own term. Decisions must therefore disclose beneficiaries, long-term costs and the reasons for depletion.

Licences, beneficial owners, production, sales, payments, transfers and expenditure should be traceable through open data and independent audit. Missing links enable corruption even when aggregate revenue is published.

A fund for future generations

Deposit and withdrawal rules should be statutory, counter-cyclical and protected from ordinary patronage. Professional investment, risk limits and public reporting preserve value beyond commodity cycles.

Environment, communities and monetary stability

Extraction requires consultation, restoration bonds and remedies for local harm. An independent central bank should protect monetary and financial stability while remaining accountable through mandate, reasons and audit.

Constitutional stewardship turns exhaustible resources into human, institutional and financial capital shared fairly between present and future citizens.
