The architecture of digital sovereignty
Identity, data, infrastructure and services in Clauses 111–115
Digital sovereignty is the Republic’s capacity to govern its critical data and infrastructure according to its Constitution. This article designs trusted identity, authoritative registers, once-only data exchange, resilient infrastructure and rights-centred service governance.
Doctrinal analysis of the constitutional text, read together with institutional design, comparative public law and implementation risks. The article distinguishes binding text, interpretive principle and policy recommendation.
Sovereignty in the digital layer
Dependence on opaque foreign systems can move practical state power outside constitutional reach. Strategic autonomy requires control of standards, keys, critical datasets, continuity plans and supplier exit routes.
Identity and trust
A secure digital identity should minimise disclosed attributes, support offline alternatives and provide recovery and appeal. Authentication proves entitlement; it must not become a universal surveillance identifier.
Authoritative registers and once-only data
Clearly governed source registers reduce contradiction and repeated paperwork. Agencies may exchange verified data only through logged, purpose-limited interfaces with citizen visibility and correction rights.
Infrastructure, continuity and rights
Redundant hosting, encryption, open standards, accessibility and tested disaster recovery protect public services. Independent governance must review procurement, cybersecurity, privacy and exclusion risks.
Conclusion
Digital sovereignty is achieved when technological capacity remains portable, auditable and answerable to the citizen under Kurdistan’s Constitution.
